PASC was established by the County Board of Supervisors in 1997, and its main goal is to enhance the IHSS Program. PASC serves as the employer of record, representing over 180,000
IHSSÂ providers, for purposes of collective bargaining over wages and benefits. PASC also operates a Registry to provide referrals for IHSS consumers and providers,
provides access to training for consumers and providers, and provides an array of support services to improve the IHSS Program in general.
