About PASC
The Personal Assistance Services Council (PASC) is dedicated to advancing the In-Home Supportive Services (IHSS) Program, fostering independence, and enriching the quality of life for all individuals who receive and provide in-home care.
As the official Public Authority for IHSS in Los Angeles County, and the largest Public Authority in California with over 298,000 IHSS recipients, PASC was established by the Los Angeles County Board of Supervisors in 1997 with the mission of strengthening and enhancing the IHSS Program. Today, PASC proudly represents more than 250,000 providers as the employer of record for purposes of collective bargaining regarding wages and benefits.
Beyond its vital role as the employer of record for wages and benefits, PASC operates a comprehensive Registry that connects IHSS recipients with eligible providers, ensuring that individuals in need of care can find skilled and reliable support. PASC also offers extensive training opportunities for both recipients and providers, empowering them with the knowledge and tools to deliver and receive the highest quality care possible.
Through its wide range of programs, services, and advocacy, PASC continues to champion dignity, independence, and quality of life—building a stronger, more supportive IHSS community for all who receive and provide IHSS.
