Advocacy: Your Voice Matters

Executive Director of PASC, Luis Bravo, goes to Sacramento to advocate, alongside Disability Voices United, for all of California’s Health Care and Services.

IHSS recipient and PASC employee, Laura Minges, explains how important IHSS is to her and how vital of a role it has played in her life.

CALIF (Communities Actively Living Independent & Free)

CALIF is a nonprofit independent living center based in Los Angeles that empowers people with disabilities to live independently and participate fully in their communities. Founded in 2001, CALIF offers a wide range of services including housing advocacy, peer counseling, independent living skills training, assistive technology support, and youth transition programs. CALIF also plays a key role in systemic advocacy, working to eliminate barriers and promote inclusion, equity, and self-determination for the disability community throughout South and Central Los Angeles.

CICA (California IHSS Consumer Alliance)

CICA is a statewide nonprofit coalition of IHSS Advisory Committees and Governing Board members. It works to connect, educate, and mobilize IHSS recipients, providers, and advocates through training, legislative updates, and networking opportunities, but most importantly, it amplifies the recipient voice in program oversight and policy discussions at local, state, and federal levels.

Justice in Aging

Justice in Aging is a national legal advocacy nonprofit founded in 1972 (originally as the National Senior Citizens Law Center) that uses the power of law, litigation, policy advocacy, and training to fight senior poverty and secure economic and health care justice for low-income older adults, especially those from historically marginalized communities. Their work spans ensuring access to vital programs like Medicare, Medicaid, SSI, and Social Security, as well as championing housing stability, long-term services, and civil rights in health care.

CCA (Center for Caregiver Advancement)

The CCA is a Los Angeles–based nonprofit established in 2000 by long‑term care workers (now members of SEIU Local 2015) to elevate caregiving as a respected profession through high-quality, equity-focused training. Serving both In-Home Supportive Services (IHSS) caregivers and nursing home workers, CCA offers free, evidence-informed, multi-week programs in multiple languages covering essential topics like dementia care, emergency preparedness, chronic conditions, and empowering caregivers with skills that improve retention rates and care outcomes while reducing hospital visits.

L.A. CARE

L.A. Care Health Plan is the largest publicly operated health plan in the U.S., serving over 2.5 million Medi‑Cal members in Los Angeles County through a vast network of doctors, hospitals, and clinics. It offers comprehensive Medi‑Cal coverage including primary care, specialty services, dental, vision, behavioral health, while also investing in community health through grantmaking initiatives. Governed by a board that includes elected recipient representatives, L.A. Care emphasizes access, equity, and inclusion in healthcare delivery.
