BUPS Program Update

What This Means for You

As part of the State of California’s 2026–2027 budget, the Statewide Back-Up Provider System (BUPS) will be eliminated effective July 1, 2026, due to reported underutilization across the state.

We understand this program has been an important resource for many IHSS recipients and providers. This page is intended to help you understand what this change means and what options remain available moving forward.

 

What This Means for IHSS Recipients

If you have used BUPS in the past:

After July 1, 2026:

  • BUPS services will no longer be available
  • You will not be able to request back-up services through the statewide back-up provider system

Options Available to You

  1. Back-Up Attendant Program (BUAP)
    You may still be able to request temporary back-up support through BUAP if you meet eligibility requirements.

BUAP:

  • Provides short-term emergency coverage
  • Is limited to authorized IHSS personal care services
  • Is based on provider availability
  • Requires recipients to meet minimum service criteria of 25 assigned personal care hours per week. You can find this information in your NOTICE OF ACTION IN-HOME SUPPORTIVE SERVICES (IHSS) APPROVAL (NA 1250)

2. Hiring Additional IHSS Providers

To prepare for emergencies or gaps in care, you are encouraged to:

  • Identify or hire additional providers to cover gaps in care
  • Keep a list of available providers you can contact directly
  • Use the PASC Registry (if applicable) to search for providers

 

What This Means for IHSS Providers

If you have worked BUPS assignments:

After July 1, 2026:

  • BUPS assignments will no longer be available
  • You will no longer receive requests through the statewide system

Options Available to You

  1. Join the BUAP Program

         Providers may be eligible to participate in BUAP.

BUAP Providers:

  • Must complete required training
  • Must meet program eligibility requirements
  • May receive temporary, as-needed assignments
  • Are paid according to BUAP program rates

      2. Continue Working as an IHSS Provider

  • Continue working with your current recipient(s)
  • Seek additional recipients for ongoing or part-time work
  • Update your availability with the PASC Registry to connect with recipients

 

About the BUAP Program

The Back-Up Attendant Program (BUAP) is a Los Angeles County program that provides temporary IHSS providers when a recipient’s regular provider is unavailable due to an emergency.

  • Temporary, short-term coverage only
  • Services must fall within authorized IHSS hours
  • Not guaranteed and based on provider availability
  • Eligibility requirements apply for both recipients and providers
